Port of San Diego Honors Ships for Emissions Reduction
The Port of San Diego has recognized 24 shipping companies, including several cruise operators, for taking part in its voluntary Vessel Speed Reduction (VSR) Program, an initiative designed to improve air quality and lower vessel emissions in the San Diego Bay area.
The program forms part of the port’s Maritime Clean Air Strategy, which aims to decrease greenhouse gas emissions and other air pollutants generated by cargo and cruise ships by encouraging vessels to reduce their speed when approaching the bay.
Under the initiative, participating cruise ships are requested to travel at speeds of 15 knots or less.
“The success of the Vessel Speed Reduction Program shows what’s possible when industry partners work together to support cleaner air and healthier communities,” said Chair of Port of San Diego’s Board of Port Commissioners, Ann Moore.
We greatly appreciate the carriers participating in this voluntary effort and their continued commitment to the environmental stewardship of the San Diego region.”
According to a port press release, the program achieved a 94 percent compliance rate within 20 nautical miles of San Diego Bay during 2025, while compliance within 40 nautical miles reached 81 percent.
Together, participating vessels helped lower air pollution levels and reduce greenhouse gas emissions by approximately 6,500 metric tons.
The following companies were recognized for their participation within the 20-nautical-mile VSR zone:
* Dowa
* Grieg Star
* Intermarine
* Holland America Line
* Pasha Hawaiian Lines
* U.S. Army
* MOL
The following companies were recognized for participation in both the 20- and 40-nautical-mile VSR zones:

* Liberty Maritime
* CIDO
* Zucarmex

The port said the strong participation levels demonstrate continued industry support for voluntary measures aimed at reducing vessel emissions and promoting cleaner air throughout the San Diego region.
