Liberian Registry Urges Stronger Seafarer Compliance Checks

The Liberian Registry has called on shipowners, managers, crewing agencies, and operators to reassess and strengthen their compliance processes for seafarers as global regulations and sanctions enforcement continue to tighten.

In a recent statement, the Registry noted that the regulatory landscape has evolved, requiring the industry to look beyond vessel and cargo checks. Greater focus is now needed on seafarers themselves, including their documentation and identity verification procedures.

Alfonso Castillero, Chief Executive Officer of the Registry, said the sector must respond to these changes. He explained that the Registry has made significant investments in compliance systems and monitoring tools, raising its own standards while encouraging others to adopt more rigorous practices.

The advisory comes as regulators increase scrutiny on sanctions evasion activities, such as the use of shadow fleets, falsified documentation, and complex ownership structures. The Registry warned that insufficient checks on seafarers and their certifications can expose companies to additional risks.

To address these challenges, the Registry’s Seafarer Certification and Documentation Department is enhancing its systems with advanced digital solutions. These upgrades will introduce compliance checks throughout every stage of the application and certification process, enabling oversight from initial submission through to final document issuance.

According to the Registry, these improvements will strengthen identity verification, improve record tracking, and ensure the integrity of documents issued under its flag in line with international standards.

The organization also emphasized its long-standing commitment to quality and compliance. Its processes are implemented from the first point of contact with seafarers, vessels, and companies, and are continuously updated to meet evolving global requirements and minimize risk for stakeholders.

These developments reflect a broader industry trend toward adopting digital tools to enhance compliance and transparency.

In a similar initiative, the Bahamas Maritime Authority partnered with IDsure in November 2025 to roll out secure digital Seafarer Record Books and Certificates of Competency.

The Liberian Registry said its latest measures are designed to support safe vessel operations, safeguard seafarers, and uphold the credibility of its flag in an increasingly complex regulatory environment.
