Greece Implements New Cruise Tax to Ease Overtourism

As of Monday, a new cruise passenger fee is now in place across every port in Greece, including tourist-favorite hotspots like Santorini and Mykonos. This additional charge, which depends on the port and time of year, could lead to a substantial increase in costs for cruise travelers—particularly families visiting during the peak summer season.
The initiative is part of the Greek government's efforts to increase municipal revenue and address the ongoing issue of overtourism. The fee ranges from €1 to €20 per person and varies depending on both the season and the port of call. During the high season, travelers arriving at the busiest ports—Mykonos and Santorini—will incur the maximum charge of €20 per person per visit.
Seasonal and Port-Based Fee Structure
High Season (June 1 – September 30):
- €20 per person in Mykonos and Santorini
- €5 at all other Greek ports
Shoulder Seasons (April 1 – May 31 and October 1 – 31):
- €12 for Mykonos and Santorini
- €3 at other ports
Winter Season (November 1 – March 31):
- €4 in Mykonos and Santorini
- €1 in all remaining ports
Travel agents and cruise passengers are already expressing concern about the added costs. For example, a weeklong cruise in the summer that includes stops at Mykonos, Santorini, and two other Greek islands will now cost a family of four an extra €260 in fees.
The Greek government projects that the new surcharge will generate over €50 million annually, based on 2024’s figures, which saw more than 8 million passengers arrive via cruise ships. Many of these visitors flooded already overcrowded destinations with limited infrastructure and services.
Officials explain that the revenue will go toward upgrading port facilities, expanding local services, and helping municipalities better manage the environmental and logistical demands of cruise tourism. “We want to ensure that the benefits of tourism are balanced with sustainability,” stated a spokesperson from the Ministry of Shipping.
Cruise passengers are encouraged to consult with their cruise operators to understand how this new charge might affect their overall trip costs and to plan accordingly.
