Philippines Opens 3.3GW Offshore Wind Auction
The Philippine Department of Energy has officially kicked off the fifth round of its Green Energy Auction, making 3.3 gigawatts of fixed-bottom offshore wind capacity available to developers.
Registration for interested bidders opened on March 2, with results set to be announced on September 22. The evaluation of registered applicants will begin on March 17. A final list of qualified participants is expected to be released by July 3.
For this round, regulators have set the Green Energy Auction Reserve price at a maximum of ₱11 ($0.19) per kilowatt-hour, slightly higher than the previous cap of ₱10.3859 per kWh.
Known as GEA-5, the auction is focused on large-scale offshore wind projects that are targeted to start commercial operations between 2028 and 2030. This marks the Philippines’ first offshore wind auction under a newly introduced government framework designed to simplify permitting procedures and coordinate infrastructure development.
By consolidating procurement through a centralized system, the DOE aims to attract substantial investment while ensuring that grid integration and related infrastructure progress alongside project development.
Although the auction had initially been scheduled earlier, its launch was postponed to address concerns around port readiness and the capacity of the transmission network to manage variable offshore wind generation.
